First, tap the enchantment table. and two: that anvils have an enchantment limit. Diamond sword with 3 combined with another sword with 4 --> "too expensive". It's intentional - try to put mending on the sword, so you won't repair it using an anvil again. That means except for the sword, you can enchant every item by crafting it and using villager traded books to max enchants. 5 for each additional level. Unfortunately, the only way to remove the 'Too Expensive' message from the anvil for that particular item is by removing all the enchantments and resetting the item.
